A99 acknowledges that progress; it does not mean flood risk has disappeared, since A99 remains a Special Flood Hazard Area with its own mandatory insurance implications.

New A99 Construction Requirements Took Effect July 1, 2024

There has also been an important recent regulatory change affecting construction in Natomas.

As of July 1, 2024, the City of Sacramento amended its A99 development requirements, adopting changes to its Comprehensive Flood Management Plan along with corresponding updates to its Design and Procedures Manual and Onsite Design Manual. The amendment added lowest-floor elevation requirements and requires collection of construction elevation and floodproofing certificates for qualifying projects.

These rules are particularly relevant to new construction and substantially improved or substantially damaged properties. For residential structures subject to the requirements, this generally means a minimum elevation tied to the City’s drainage system and controlling overland release point, along with an elevation certificate signed by a licensed engineer, surveyor or architect.
